Xero is an accounting platform. The general ledger, bank reconciliation, and accounts payable are the product; invoicing is one feature inside it. In Xero, an invoice is a ledger entry, and the entry tier even caps how many invoices and bills you can record each month.

JupiterInvoice does invoicing only. It's free, with no monthly caps, and the invoice is a shared document rather than an accounting record. The recipient adds the PO number, corrects the billing entity, forwards to AP, and approves, with full version history and one-click revert.
